I am not sure.
I thought A is wrong because it says it "preceding elections", which made A irrelevant. Now, the latter part of A could actually strengthen the argument.
If A says in this election, the Land Party made no attempt to address the interests of economically distressed urban groups (aka non-rural groups), then we can rule out a possibility of an alternative cause, which strengthens, right?

I don't understand your first two sentences.
If (A) had said "rural" instead of "urban" it would be a good strengthen response. We don't care about urban groups in this argument, which is why, as written, (A) does not support the argument and is the right answer.
