So answer choice (C) doesn't sit well with me because it says that a conclusion is drawn of ALL clients. But that's not accurate. It's made a conclusion about MOST (90%) clients. Am I making a mistake in focusing on the verbiage too much?

Well, the error in the argument is that it has made a conclusion about all clients based on evidence about only some of them.
Specifically, the agent has concluded that 90% of her ENTIRE clientele increased their profits tenfold (this is a claim about all her clients), when the evidence shows only that 90% of those who made a profit saw a tenfold increase (this is a claim about only some of her clients).
Put it another way; to claim that 90% of the whole did something, you have to know how many there are in the whole. Here, we don't know anything at all about how many there are in the whole. 90% of those who profited might comprise 6% of the whole population.
