hi im a little confused as to what was wrong with D?...she said they were underestimates but that they're close to being accurate- doesn't that mean that she would disagree that they're serious underestimates?...

I get your confusion.
But notice that Hiro (1) admits that the raw numbers are understimates and (2) bases her argument instead on what she calls the "relative rates"—not the raw numbers.
So i agree it's possible that Hiro thinks the underestimates aren't "serious". But you can also see that it's possible that Hiro might agree that they are serious. The point is that we don't know for sure (1) what "serious" means in this context and (2) how serious Hiro does or doesn't think the underestimates are.
given those facts, we can't be sure that Hiro disagrees, so (D) is not our answer.
