Is the relationship between Scientific Inquiry and Curiosity a conditional one?

If I said "the cornerstone of success is hard work" it would seem to mean that without work hard you won't be successful. Similarly, if curiosity is the root of scientific inquiry then without curiosity there is no scientific inquiry.
Eta- it also works in this case because a conditional relationship would allow curiosity to exist without scientific inquiry, as it most certainly does in many different walks of life.
