Even though the author never bothers to address “deter investment” issue which makes (B) an glaring answer, I thought (E) was attractive since it is kind of like saying that people can change their minds because of persuasive reason(constituents influence). Then, past voting record does not make colleague’s argument not real.
Where did I go wrong?
