Hey D -
Would A be right if the passage said "the pipelines run in the vicinity of THE ONLY three large bodies of water" - because then there wouldn't be a way to reconcile pipelines and water. I think I must have mis-read the passage under timed conditions to say the above. I wanted to check if my reasoning is correct (pretending the passage said what I thought it said).
Also, are future predictions always off-limits in INF unless the passage explicitly makes a future prediction?

Yeah, it's a lot closer if it says they're the only three. Still (and this addresses your second question) I'm not sure we're all the way home with that change. What if we are able to successfully change residents' minds? Make sense?

Yes thanks - because the language is so definitive, right? If it said "Future electrical needs MAY HAVE TO..." it would be better, correct?

The only rule for right answers to Inference Questions is that they have to be proved by the passage.
Here, this passage does not tell us whether or not there are currently power stations, nor where they're located. So we cannot prove (D), and it's therefore not correct.
