Probably the easiest way to see the difference is to do some of our famous Conclusion Spotting. (E) concludes with "it is impossible to...", which is structurally quite different from our argument's "you can learn more about X than about Y." That's always a solid bet for you.

It's not necessary.
Only the second sentence (and the first clause of the first) are really conditional; if it helps you to symbolize, then you should. If it doesn't, then don't. It's nice when the rule is simple, and it is in this case. Don't let it stress you; learn conditional symbolization as a tool set and use it like a tool set.
