i thought it was C. i thought understood it as a part to whole flaw, so i thought that what they were saying about the cities translating to the country as a whole was parallel to the idea that most of the farms in Ward's county couldnt tell you about Ward's farm for sure...

(C) is related to part-to-whole reasoning. But it's sort of the opposite; it's whole-to-part.
It starts with evidence about the whole county, then jumps to a conclusion about one part of that whole.
I suppose that if you squint, you could see our argument as doing part-to-whole (if we reduce pollution in one part of the country, we'll reduce it overall). I think that's pretty fine to do! But you see how that would still place our argument as almost the opposite of (C).
