Would you say that the role of, "since the water would not have to be pumped far" serves as an intermediary conclusion, then?
I am having a hard time fully grasping this one because of the "since" separating the clauses.

It's definitely evidence (note the structure: "This conclusion will happen, since this evidence exists").
I suppose it's possible to call it a subusidiary conclusion, if you want to say that the conclusion "it wouldn't have to be pumped far" is based on the evidence that the locations are near the ocean. But that seems like a stretch to call an argument; it's "if the location is near, then it's not far."
Yeah, I'd really just call the clause folloiwng "since" a piece of evidence in this case.
