Hi Dave,
I wonder can we still get answer C without the last sentence of the argument?
And if the last sentence is regarded as a premise, I feel like I just reject Burns’s argument based on “no evidence”.
And if it’s not, where is the support of C in the argument?

We do need to take account of the whole passage, including the last sentence.
Burns says the recent observations are enough to prove the reservoir doesn't exist (just because they didn't show it).
But if the recent observations were made under poor conditions, then they're not enough to prove anything; Burns is wrong!
