you never accounted for the possibility for lot 2 to have four trees.

How did you know the game could be completed using only three trees in lot 2? You said for question 9 that lot three had to get three trees. But couldn't lot 2 get four trees?
I am just making sure I didn't skip or miss a rule or wording.

I'm guessing that you're talking about Question 8, not Question 9. And in Q 8, Lot 2 does have to have exactly three trees, because of rule 1.
I never said it during the game (because it simply never came up!), but Lot 2 cannot ever have 4 trees.
After all, if it did, then where would we put H and O from Rule 1?
