What about answer choice B? All qualified neighborhoods will get their streets swept more than once a month. Does answer choice B say basically the same thing as D?

Remember that when you're considering two choices, your job is to compare them to each other. The difference between them—here, the request—illuuminates the reason one is right and the other wrong.
im a bit confused...I picked C bc rearranged would be if located in an unqualified neighborhood, no street will be swept more than once a month....that fitted better to me than D, which seems to leave open the possibility that it could have requested an interim sweeping during the same time as its normal once a month sweeping so it wouldn't necessarily get more than one....or does the fact that it says interim mean its already requesting an additional sweeping???
Hm. I'm not seeing any support in the passage for (C). We know that qualified streets can be swept more than once. But we don't know whether unqualified streets can be swept more often.
For (D), we know every street gets swept once, and every qualified street can get additional interim sweeping done immediately. Ergo those streets get more than one sweeping if they request it.
