Why is C wrong? I can make a case against E. What if my increase in income is much higher than my neighbour's, although both of our incomes increase? My satisfaction would increase, based on the argument. If answer choice E says "an equal increase in everyone's incomes", I would agree.

Remember the question asked only what's most strongly supported. And (E) and the passage are both compatible with your scenario; they only talk about what is "largely" true and "likely" true, allowing for the kind of exception you've described.
The argument suggests that (C) is most likely false! Satisfaction depends mostly on comparing yourself to your neighbors, so in every single neighborhood, you'd have a segment of satisfied people and a segment of unsatisfied people. Say that Neighborhood A has 20% of people who are better off and more satisfied, and Neighborhood B has 40% satisfied. But the relationship is to the people you live near, not the neighborhood, so if Satisfied Person X from Neighborhood A moved to wealthier B, she'd become less satisfied, not more so. You can build out alternate scenarios to demonstrate this in other different ways, too.
