but both A and D talked around it, neither straight close. Then what should we do in deciding between A and D?

Yeah, these two answers are similar.
Note that (A) provides proof of the conclusion based on our evidence—if the chair didn't consult the members, then we do know that she didn't obtain their consent.
(D), though, does not provide proof—since the chair didn't consult them, we don't know whether or not the members would have consented, had they been consulted. Thus, we don't know whether the rule in (D) applies in this case.
