I understand why you picked C but could you explain why D is not the correct answer? I had C and D as my final two answer choices and picked D because of it's use of conditionals. Both C and D seem very similar to me.
How did you symbolize the relationships in (D)?
I chose C but couldn't totally exclude D either

d has a little twist first line: E --> C
Yeah, the twist is little in terms of the words used, but it's an enormously significant shift in logic; it makes the "criteria" it mentions both necessary and sufficient.
Where the passage says X only if Y (it's a good solution only if nontoxic and not too much energy), (D) says X if and only if Y (competitors who meet the criteria are automatically eligible, and also competitors must meet the criteria in order to be eligible).
It's the same as the difference between:
1. Only people who are both men and also athletic can play in the NBA (just like the first part of the argument)
and
2. People who are men and also athletic—but only those people—can play in the NBA. (just like the first part of (D))
This is a great example of where a mechanical symbolization helps.
We know by rule to symbolize sentence 1 as: NBA → M + A
And also by rule, that sentence 2 should be: M + A → NBA and also NBA → M + A
In this way, we can see that sentence 2 (like (D)) adds something that isn't present in sentence 1 (nor in the argument).
