Rec Passage 1 Hello, I am confused about question 2. Can you please rebreak down the process of getting to answer B.

Of course.
The process is always to:
1. return to the text,
2. find the answer there,
3. articulate that answer in your own words, then
4. find a matching answer choice.
Here, the author quotes from two sources, and the question asks you why she did that.
Why does an author quote from a source, ever? Because she wants the reader to know the actual words used.
So what's important about the actual words here? What the author writes about those words: the obligation they imply.
So why did the author include the two quotes? In order to highlight the obligations that each document sought, and whether the first document "went far enough."
Now, find an answer that says that, and we end up with (B)!
