I understand why C is the correct answer. I'd love to check the method of catching conditional reasoning (C)in the complex sentence compared to the sentences in documentary you posted.
Curtailed -> Discourage (following the Only rule)
is it correct?
Additional question is about 'Everyone loves either Baseball or Apple pie' in Conditional Formulations paper you posted, I thought is is B-> ~ A but the correct answer is ~B -> A.
Why is the latter correct?

1. You've got it exactly.
2. Because it's entirely possible to love both B and A. Your incorrect formulation makes that impossible. The statement says that if you don't love B, then you must love A (everyone loves one or the other). Make sense?
