In choosing A we are just disregarding the argument made by Vandenburg that we must devote to founder's intention?

No—if devoting attention means, as in (A), choosing meaningful work, then we've chosen the same proportion of meaningful work from all periods, thereby paying them equal attention.

Hello!
I don't have difficulties to choose answer A. while reviewing it, I felt this answer might fill in the gap, the answer of necessary assumption. Then I guessed it might be sufficient assumption's answer because of 'ONLY'.
I would want you to show the necessary correct answer in this question if it is sufficient question.

This is a Sufficient Assumption question. You see how (A) fills in the gap (the answer to Suff. Ass. and Nec. Ass. does very similar work!); and in this instance, I think (A) does look like it's probably necessary to the conclusion. I might subtitute the idea of what's "appropriate" where (A) currently discusses "should", but otherwise I think we're there.
