I did some conclusion spotting here and crossed out D. Was that wrong to do because of the all, most, most setup of the passage? Just want to know why that was the wrong move in this case..

It's never wrong to do some conclusion spotting! Conclusion spotting is the best! (although, please do note that just because the conclusion is similar doesn't mean the whole argument is).
But I don't understand why you eliminated (D). The conclusion (most legislators have never run for office) is, as should be, a good mirror of our argument (most of the houses have two stories).


Ah, but remember that our answer must be a structurally similar response, not necessarily a semantically similar one.
You may see that more clearly if you abbreviate "never run" as N instead of as ~R:
Some L → N
and
Some H → 2
Clearer?
