What about the other premises? Can we also properly conclude that "The agricultural runoff pouring out of the river contributes to the few fish being able to survive in this region"

I got this one right but why can E be eliminated? seems like phosphorus leads to plankton, which leads to bacteria, which consumes oxygen

The sequence you've described is correct, but doesn't mean that oxygen and phosphorus are in any proportion.
For example, when I buy coffee from Starbucks, that adds to their revenues by subtracting from my bank account. But that fact doesn't mean that my account is in any sort of proportional relationship with Starbucks' revenues. Same thing here.
