Doesn't answer B also fit? I did the negate test on it and it seemed like the argument fell apart.

The problem is the characterization of the consequences as "unforeseen."
We do need to know that the government is responsible for things it doesn't directly do, but there's nothing in this passage about the gov. bearing responsibility for things that they cannot foresee (and an increase in price resulting from an increase in demand is perhaps the most predictable consequence in all of economics).

Conc: Increase in demand - increase price.

Well, the conclusion is not as you've characterized it. The conclusion is that the government is responsible for the increased cost. That misidentification is likely the source of your problem.
