Why is E wrong? I was left with C & E and ended up w E because it included a comparison to other countries.

Hm. This is difficult, because I don't see any way that (E) explains why people die from disease P.
Why did you think it explained?

My reasoning, because of the climate, there's more potential fatal illnesses. It doesn't mention anything about disease P but I thought it was broad enough, therefore a good explanation.

Hm. Well, this evidence about other illnesses is not explanatory in the case of illness P. The answer must explain why the seeming contradiction really isn't.
I wonder if you wanted (E) to say "Illnesses that are not fatal elsewhere become so in Country X because of its climate." I mean, had it said that, that would have been explanatory. But it's bad news to read answer choices as anything other than what they say—only pain and suffering lie that way.
