I thought that this was an ascriptive error and chose B. But after reviewing I realized that B is an incorrect negation of the necessary assumption. Is this why B is wrong?

Good work; this absolutely includes an Ascriptive Error; the letter writer has totally assumed that her evidence about the people's opinion matters to the question of the damage the proposal may do.
It's not uncommon for an argument to exhibit multiple flaws!
However, we do not need to know that the alternative approach is viable in order to say that the first approach is bad (in the same way I don't have to show that salami on rye with mustard is delicious in order to argue that salami on rye with grape jelly is gross)—it's possible that the proposed approach is bad, even if the alternative is even worse.
