It says advertised prices and written estimates are available, ten how can some people not determine what the repairs are worth?
Is worth a true value of the repair and not other advertised prices? If so the answer would make so much sense

Read carefully!
The passage makes the distinction between the two explicit in the first sentence.
If I offer to sell you my iPhone 6S for $147,000, you would be able to tell immediately that the posted price exceeds the worth of the object. Same principle here.
