It is probably just language misunderstanding on my part but what is the difference between (B) and (D)?

(B) says the argument has assumed there is a 50% rate of defective items (that's what it means to have an equal likelihood, when you're choosing between two options). The argument certainly doesn't need to assume a 50% rate in order to prove a 20% rate.
Clearer?
