In (A), the media are misrepresenting the odds. We don't need to know that they do that; we only need—as in (D)—to know that the reports themselves can cause the mistaken belief.
Consider this example: I can say that hearing about Politician T is enough to make my blood boil without needing to assert that the reports I'm hearing about Politician T are untrue.
