Is A just a better answer than C. I thought if some people were allergic then patients will be harmed.

Another instance in which our knowledge of language cues proves beneficial!
Also, nobody's arguing that you should have to prescribe remedies your patients are allergic to; that some people have allergies doesn't qualify as evidence against being allowed to prescribe something.
Some people are allergic to shellfish. Does that mean that restaurants should not be allowed to serve shellfish?

Why is answer choice A correct? I would have expected it to say that practitioners neglect herbal medicine in favour of more traditional medicines because there are other considerations besides the potential for harm.
