Hi Dave,
For this question, I choose A because of the clear causal flaw but was stuck on C for a bit. Is C wrong because the annual number of work injuries could increase for other reason? or was it because this choice didn't specify that these injuries weren't serious injuries?

The biggest reason (C) is wrong is that evidence about numbers doesn't hurt (nor help!) a conclusion about a ratio. I mean, I would absolutely expect (C) to be true in the world, and that it would also have no bearing on whether workers are more safe.
Say (C) is true, and there are now 500 injuries, when in 1955 there were only 100 injuries. But remember, there are now 100 million workers, but in 1955 there were only 9 million. We're much safer now, even though there are more injuries now.
