During the LSAT, does the instructor announce which section is the experimental section?
No; that would defeat the purpose. The point of that section is to "pre-equate new test questions" - it's to make sure that the material they'll use on future tests conforms to the material appearing on current tests.
In order to make sure the LSAT is standardized, you get to go to work for LSAC, in other words. During the "experimental" section, you're a sample population testing out the questions that they'll use in the future. If the proctor told you which section didn't count, you'd blow it off, and thus wouldn't provide a meaningful sample.
Yay for being unpaid labor! We're working for free paying LSAC to work for them!

Oh good grief. That's frustrating, but it's fixed now!
What has happened (in case you're interested) is that we've used a video converter to make the clips viewable from multiple browsers. Unfortunately, that converter sometimes aborts the conversion for unknown reasons (spite?), which wouldn't be that big a deal, except when it screws up, IT DOESN'T GIVE AN ERROR MESSAGE. It just spits out the incomplete video and then tries to pretend that everything is normal. So, unless we match the time stamp on the original to every single one of the (thousands of, and still counting) videos, we don't even know anything is wrong.
Perhaps needless to say, we have now switched to a different conversion scheme.
I'm very sorry for the inconvenience; I hope that you've found the only two affected videos (but ha! We should be so lucky!).

For number 3 it is asking for an accurate and complete list of people who could be off.
we know for certain that Lorena has to be off, but Hassan, Keiko, Grant, and Felipe could be on stage with her
Can you tell me why answer choice A could not be it ? is it because it is not an actual list or is it because just how I thought they could be on stage they could also not be ?
(A) is wrong because it's not a complete list of possibilities.
I think the following exchange may be helpful, too:
What’s the difference between a question that says:
1. “Which of the following is a complete and accurate list of all of the cars, any one of which could be parked in the third garage?”
and one that says:
2. “Which of the following could be a complete and accurate list of the cars parked in the third garage?”
Answer:
Question 1 above asks for a global accounting of all of the cars that could ever park in the third garage.
Question 2 asks you for a single possible scenario - of all the possible combinations of cars, Question 2 just wants one such possibility.
You can quickly and accurately assess the different demands posed by these two questions by tracking the position of the word “could” within the sentence:
If the word “could” is near the end of the sentence (as in Question 1), then you’re looking for an answer giving a complete list of all possible entities.
If the word “could” is near the front of the sentence (as in Question 2), then you want a snapshot - an answer choice that gives you one possible permutation of elements to spaces.
To recap:
If could is near the end, then you want a global account.
If could is near the beginning, then you want a single permutation.
