I thought D was a good answer since the passage said that number of large building is an indicator of the economic health and D says smaller buildings have been built so economic decline.

Consider this parallel argument:
The number of large-denomination bills in a person's wallet is an indicator of the wealth of that person. Frederìque has spent an enormous number of large bills lately, so she must not be wealthy.
I think now it's clear that we've assumed she didn't replace the large bills once she spent them.
Probably also clear that we don't want to assume that she has replaced them with smaller-denomination bills, right?
Same thing here.
