When a principle question is asked that has conditionals, is it really just asking to recount the conclusion? Meaning you shouldn't be combining other premises/anything?

No, and this question is a pretty good example of why: the underlying rule here ties the evidence in the second sentence to the conclusion in the third. That's probably the most likely way that a Method question asked about a conditional argument works (but I'm just working from memory).
