I was torn between C and E. Why couldn't E be the answer?

(E) wouldn't prove that Terry doesn't need to attend. Our rule only gets you off the hook if none of the issues are relevant to you.

The answer C says "relevant to a mojority ~". We do not need to think about "relevant to a minority ~".
Isn't there any possibilities to say that some issues relevant to Terry could be relevant to a minority of those attending the meeting?
Thanks

I'm sorry, but I don't understand your question. If (C) is true, then there's no possibility that Terry should attend the meeting. After all, nobody should be required to attend if the issues aren't relevant to her, and if (C) is true, none of the issues will be relevant to Terry.

Yes, indeed I chose C, but if C says that No Issue relevant to Terry could not be relevant to ALL of those attending the meeting, instead of MAJORITY, I could immediately choose C.
Maybe, this is my English problem, though...
Thank you, Dave
