The right answer must be something that we can prove msut be true, based on the text of the passage.
(E) is almost certainly not true; surely, moving this pile of hazardous waste to the nearest elementary school, for example, would be less safe than it is at its present site.

I'm also having trouble understanding why E is wrong. Aren't we supposed to assume that it's true because of what it says in the stem?
Could it be that C is better than E because C talks about the reduction of unsafety rather than the increase of safety..?

Is D incorrect because the author is only discussing this particular instance and not making a generalization about waste transport?

I chose C because this is a inference Q and the answer contains a comparable statement (safer than).
However, I can not still satisfy my answer choise C.
Because the argument says that we can not transfer the items because we fail to find a safe place. It means that if we find a safe place, we will transfer them.
Oh, but this is my assumption...
But the answer choise C restates the argument above. Thst's why the right answer! Maybe...

You've got it; (C) is a recapitulation of the argument. That's why we can be confident that if the argument is true, (C) is also.
