I was able to identify this as a sampling error, but chose (b) because the samples indeed only talk about first-timers and those who've parachuted 10+ times. It didn't address the in-betweens.

Yeah, this may feel a little tricky. But remember that the whole argument is about what happens when you do something repeatedly. So, while we don't know exactly what "repeatedly" means, we don't need to offer evidence about people who only did the thing twice (that's certainly not repeatedly, right?) nor probably about people who did it thrice, and who knows whether people who did it four times have done so repeatedly.
In other words, to prove an argument about what happens when you do something repeatedly, you need evidence about people who did the thing repeatedly. Here, we do have that evidence: 10 or more times certainly counts as reppeatedly, right?
Does that seem clearer now?
