So is A correct solely because it mentions inductance? I was stuck between A and B but I chose B. When I tried to understand why it was wrong, I thought A was correct because the passage discusses the rate, yet it never mentions "rate", only "flow". The only thing I don't understand is how rate differs from flow and if those words are significant enough to eliminate B.

(A) is correct because the first and last sentences, taken together, demonstrate that it's true.
Water in pipes is affected by inertia, but we're not told that inertia has any role in electrical circuits, so we cannot prove that (B) is true.
