I was stuck between A and E but I chose A because I thought that if it was established, then it would strengthen his argument. I'm assuming that the key words for each answer choice is "establish" and "consider". What is the difference between these and how will I know what to eliminate when it comes down to answer choices like this that appear to say the same thing?

This argument doesn't need to show that consistency is more important than accuracy. The argument does need to show that consistency somehow implies accuracy.
When you have two answer choices, compare them against each other. (A) says we've assumed something about the relative importance of consistency and accuracy. But the argument hasn't made any comparison between the two.
(E) points out that the arguer just presumed a connection between consistency and accuracy, failing to consider that those two things may not even be related.
