Would D have been a fair choice if they hadn't mentioned the "other compounds" in the water? A drop in the plankton caused by a drop in the domoic acid they need to survive would mean there's less domoic acid to taint the anchovies, right?

How would a drop in the two animals' populations tell us that the anchovies are safe to eat now?

You meant (E), didn't you?
(E) doesn't help much with or without the "other compounds." Even if demoic acid is necessary for the plankton, that doesn't mean that if the plankton die there must be less demoic acid in the water (symbolize it conditionally, and I think you'll see it).
