"prefer traditional information to computers" means that the person does not care whether the information is traditional or not, but she cares for use of the computer.
So the significance of the computer is highlighted in C compared to B, I think.

First, re-read (C). I think from your comments here you may have misunderstood what it says.
The most important takeaway for your purposes is this: the preferences of visually impaired people do not tell us anything at all about the availability of computer programs.
Thus, (C) does not touch this argument, and can neither help nor hurt it. Remember in Strengthen Qs you're always looking for some assertion of a necessary assumption, not an ancillary fact.
