why is C wrong? Is it because C does not have a prescribed word in its answer choice like ought, will, must, etc.

This argument takes the form "There is a problem Z, so we ought to do Thing X."
In order to work, we NEED to know that Thing X will fix problem Z.
We don't need to know (as in (C)) that Thing X works for problem Z better than it works for problem W. We don't need to compare problems Z and W.
We only need to know (as in (D)) that X actually does solve Z.
