I was debating between answer choices C and E and ended up going with C. The stimulus talks about "uncontrollable factors." Answer choice C states farmers are "not responsible if affected by lack of rain." How is that not saying the same thing?
Well, think about that for a minute.
Say you have a little less rainfall one year; enough to affect the growth of your crop.
And then say Farmer Brown drives his tractor back and forth, back and forth over his wheat field until the whole thing's been ground to dust.
Now, (C) says Farmer Brown isn't responsible for the consequences. I don't see anything in this passge that would absolve Brown just because some dry weather had affected his crop.
To be right, the answer must be entailed by the passage. We know with clarity that (E) is true (the passage lists some of the additional consequences), but we do not have evidence to support (C).
