Oh so just because "innovation" to me sounds like they created some new technology doesn't mean 4D is wrong. I assume they were just using synonyms? That really threw me off.

Yeah, "innovation" just means a new method. We often use the word to talk about tech, but if you think about it, you'll realize that in those instances, it's most often referred to as a "technological innovation." The first word there isn't redundant; it specifies the type of innovation.

For 7, were you able to select answer choice A quickly because of the 'but, since' construction?
I chose answer D. Is it wrong because the author does not ascribe the argument to established lawyers? Ie. I just assumed established lawyers would oppose the plan because it does not significantly benefit them? Thanks

Remember that the question wants the primary purpose of the sentence. Why did the author include it?
It's possible that it's an argument made by established lawyers, but (1) we don't know for sure that's true, and much more importantly, (2) the author didn't write this sentence because she wanted to tell us what some lawyers are arguing about; she wrote this sentence because it advances her own (the author's) claims.
