In the answer choica (A), does a “better” cognizance come from “new” statistical data in the passage?

"Better cognizance" means the same thing as "heightened awareness"

The "does not" in answer (A) threw me because it's more load bearing than "should be wary of" which is more middle language. I literally underlined that as I was reading the answers and it made picking (A) significantly more difficult. I'm just venting...

I get the impulse (it's a very good thing to be structurally aware!), but note the full structure here: to say (as (A) does) that it does not warrant a radical solution is a pretty small claim! It would be a big claim to say it "does not warrant any solution," or that it "does not warrant consideration," but to not warrant only radical solutions leaves a whole big lot of possible solutions that still may be warranted!
In other words, if an answer choice said we "require a radical solution," that would be super-aggressive. To say the opposite ("we don't require a radical solution") is therefore the opposite of super-aggressive. It's not very aggressive.
