I got the conditional relationships of B and the example correct except the second line for the example I somehow ended with ~P. If I am having trouble with the "NO" in "no government worth of respect leaves minorities unprotected". Can I just switch it into "all governments (...) protect their minorities" to make it simpler in my head?

Yes, that switch is correct as you've described it.
I'm a little concerned about a strategy that involves you thinking through relationships in your head; when the relationships are completely artificial, there may not be a good way for you to know that you've done the figuring correctly.
