Would there be a prescriptive error because of the part to whole flaw? I thought that A was correct because the author is assuming that Wagston's new replacement staff will not bribe as well.

To have a prescriptive error, we'd need the author to prescribe some sort of solution or new way of doing things. Here, there's no prescription, so there's no prescriptive error.
