I now understand that there is a bait and switch going on here. However, I need help understanding why is D wrong.
Is it because it makes an argument about all oceans when the passage only deals with the Bay of Fundy? Or is it wrong because it does not address the bait and switch?

You've basically got it; the passage hasn't made any conclusion about most of the activity in the world's oceans (it's only concerned with tidal range). Thus, the passage does not necessarily assume anything about the cause of most activity in the world's oceans.
