For 43 RC Passage 1, is the reason why the passage purpose is not to advo cate, is because the author never tried to convince the readers of what we should do regarding the issues surrounding oil well drilling and the impact on the environment? Line 6, "becomes apparent only after undesirable events" Line 18, "but no thought was give to the possibility" gave a strong impression to me that the author thought that by not doing a better job of regulating oil wells, that this was concerning and bad. However, the author didn't give much of a solution. I think I may have confused purpose of the passage with the author's attitude.
