I have two questions.
1. Does “Up until about 2 billion years ago” mean from the birth of Earth to about 2 billion years ago?
2. Does “life and liquid water were both present as early as 3.8 billion years ago” mean that life and liquid water are(were?) existing from 3.8 billion years ago to until now?

1. Yes.
2. No. They existed then, and (obviously) they exist now. That sentence does not indicate that they existed at all times in between. To do so would be easy, though. It would simply have to say that "life and water have existed since 3.8 billion years ago."
