How did you deal with the other bit about increased spending on refugees? That threw me off in my structural analysis.

I ignored it. We can't prove anything on that basis. That's why we focus on the load-bearing language when we see it!

Yes; the definite article ("the") tells us that. Without it, we'd only know that there are at least five countries (it would say "five of the countries...").
