HI, what's wrong with D? wouldn't that also be an assumption required by the argument?

Always be very wary of a Nec. Ass. answer choice that's as precise and aggressive as (D).
We like small, mushy responses to NA questions, and (D) here is a fair example of why that's true:
First, it's not necessary that the savings be precisely $200B. In fact, the conclusion is that we'll save more than that!
Second, it's not required that energy bills be lower at all in order for the conclusion to be true. Consider this example: if today's bills are $25B after a $5B savings, then if we're going to save over $200B per year, it's actually necessary that our total bills must go up over the next 50 years (you can't save $200B if total expenditure is only $25B).
