For question 8, I was debating between answer choices A and C and ended up choosing A because of the first two sentences of the passage talking about how they are so different. Answer choice A doesn't weaken that?

Well, just because one influenced the other doesn't mean they are similar.
And here, particularly, the author has already specifically acknowledged their linguistic similarity, and said they differ despite it. (A) rehashes a stipulation the author's already made. That's not an effective way to weaken an argument.

Also, for question 12, I was also debating between C and D but I ended up choosing D. To me, they both seem right but I can't figure out why one is stronger than the other one.

To be right, the answer has to be contained within the passage. This passage offers no evidence that anybody used any Japanese words and phrases, so (D) is not our answer.

But in paragraph three, it says Latin american poetry displays a curiosity about the literature of other cultures and uses the Japanese poetry "Haiku" as an example. Is that not the same as saying "words and phrases" of other cultures in answer choice D?

It's certainly not.
I remember (as you may, too) writing many haiku in middle school and high school English writing classes. I never wrote a word of Japanese.
In fact, here we're given strong evidence that (D) is not true—the haiku mentioned are specifically described as being Spanish-language poems.
